Can a TX resident with a non resident license from another state open carry in TX?

With respect to SB273, and not posting what would otherwise not be off limits with improper 30.06, did they extend the context to include postings of places like
Pasadena Conv Center, during Gun Shows, or other such places where they post?
I know "the insurance companies" require it, at least in some cases, but does SB273 make it improper?

I noticed that SB273 only covers 30.06 signs. Governmental entities are free to post all the invalid 30.07 signs they want to, without anyone having recourse. This might be a good thing to fix next session.

If it's a problem, then it will be fixed. I suspect that governmental agencies won't push the envelope, but some might be contemptuous of the legislature. What about lowering the penalty for carrying past 30.06 to a class C Misdemeanor?

BATFE did state that they were looking into removing CLEO signoff requirements after talking to some suppressor groups since trusts didn't need them, but then they doublecrossed us and went to get CLEO on ALL form 1s/4s.
