Campus Carry revived, attached to open carry

A deal between Texas House and Senate members has revived legislation that would allow concealed handguns to be carried into university classrooms, dorms and buildings.
After passing quickly through the Senate, legislation allowing “campus carry” has been bottled up for the past month in the House, raising questions about its viability with only three full weeks remaining in the legislative session.
Apparently out of options in the House, state Rep. Allen Fletcher, R-Cypress, turned to the Senate, where he said he worked out a deal to have campus carry legislation grafted onto another gun bill as an amendment. The move would allow the new combination bill to return to the House, where approval by the Republican majority is expected.
“If I can get the Senate to send it back over this way, we’ll wrap it up and call it a session,” Fletcher said Wednesday. “It’ll save a lot of time and effort and debate.”
The first step of the plan took place Wednesday evening when Lt. Gov. Dan Patrick referred House Bill 910, allowing those with a concealed handgun license to openly carry a holstered firearm, to the Senate State Affairs Committee, where it must receive a public hearing and a vote before heading to the full Senate.
Fletcher’s campus carry legislation, House Bill 937, has been sitting without action for the past four weeks in the House Calendars Committee, which decides which legislation goes to the floor for a vote. Campus carry language will be added to HB 910 before it leaves the Senate, Fletcher said

Well that is one way to get around Strauss and the UT regents and it allows the Senate to look like heroes even though the bill that eventually passes will originate from the House.

I have certainly received quite an education in politics watching this session and these bills in particular.

Maybe not, WildBill. There is no doubt that campus carry will never pass so long as Strauss controls the House. But Strauss doesn't control a bill passed in the House and the Senate and referred to a committee to reconcile any differences. So that bill, should come to the floor for a vote, and Strauss will have suffered an end run. But let's NEVER forget that Strauss made sure that campus carry would die on his watch, until he was outmaneuvered.

The version of HB910 sent to the Senate that would be amended with Campus Carry was essentially the Senate version of the bill with the following amendments by the House:

1) OC does not constitute Probable Cause for a license check stop
2) Class C misdemeanor for missing a 30.06 or 30.07 sign
3) Change from Nursing Home to Nursing facility

If one of the legal experts here can please explain one thing for me.

I thought (perhaps incorrectly) that one of the previous versions of campus carry was written such that it allowed carry for students, staff, and instructors only. While I was happy to see something moving forward, I recall thinking at the time that it would exclude parents, visitors, guest speakers, etc. from carrying concealed on campus.

However, I think now that this current version would not exclude the latter group, as it is written to be more inclusive of all concealed carry holders.

Am I correct in this?

If it works, all well and good, but I can also foresee ALL of the politicians who were "on our side" trumpeting their support even if it doesn't pass due to something like this.
