I've read a couple of articles suggesting that PayPal is not so much "anti-gun" as phobic about allowing their site to be used to pay for anything that might get them into trouble.

The BATFE went after eBay with a vengeance threatening a lawsuit to get an injunction to shut eBay down and to seek criminal charges. All of these threats were based upon sales of firearms. eBay made the business decision not to fight the BATFE for sales that were a very small percentage of overall sales. PayPal is owned by eBay, so they followed suit.
