Back in the late 70s when I was stationed in Sacramento, it wasn't a big deal. the Sacramento County Sheriff was VERY military friendly. Many other County Sheriff's in Cali were not! bought some nice guns at the Old Sacramento Armory which are now on their banned list.

San Diego is not CCW friendly. I have been told they are already back up past July in SD for CCW interviews. They need to speed up the process for sure, but it's a start. We'll see if the issue rate goes up or stays the same. Time will tell.
