Here is the bill summary:
To amend chapter 44 of title 18, United States Code, to update certain procedures applicable to commerce in firearms and remove certain Federal restrictions on interstate firearms transactions.
It looks hard to summarize because it is amending sections of the US code, so it just includes line items like:
(a) Firearms Dispositions.--Section 922(b)(3)(A) of title 18,
United States Code, is amended--
(1) by striking "rifle or shotgun'' and inserting "firearm'';
edited to improve formatting on the quotes

Without directly comparing the revisions to current code, it appears to change code to allow 'licensees" (FFL's I assume) to make direct interstate transfers to individuals, rather than having to make an FFL to FFL transfer when crossing state lines and seems to allow the purchase of a "firearm" by anyone not prohibited, from any licensee in any state... so you could go to OK and buy a gun without any further FFL interstate transfer.

It's dead in the Senate...
