If the trigger was exposed the safety may have been exposed too. It's entirely possible that the kid (or one of the kids) switched the safety off.
That doesn't excuse the officer (or the teacher) for not monitoring the kids as they explored the bike, but the story didn't really give enough details to pass judgement.

Yes, it's possible a child moved the safety lever. That's the minor point. What was a round doing in the chamber during routine patrol?

I have problems with the police department and the officer. When you have your equipment on display or it is unattended in public the firearm should be safe. By safe in that situation it must unloaded. There is no excuse for it to be otherwise.
Obviously it was because the magazine held more than five rounds and it had a button to easily release it. I am sure the civilian version would have been much safer.

In that case, firearms safety is not second nature to the officer. Anyone whose job requires them to carry firearms should not even have to think about firearms safety. He/She should practice it until becomes a habit he/she does without even thinking.
If I were that officer’s supervisor, until such time as he was retrained in gun safety, he would be issued one bullet which he must keep in his shirt pocket.
