An out of state resident cannot buy a handgun in any other state unless the store is willing to ship the handgun to an FFL in your state to do the transfer. Bass Pro and Cabela's will not normally ship them to an FFL in another state to transfer it.

They may be willing to ship it to another BP or Cabela's in Texas nearer to you when you get back home to pick up then.

Is this federal law? Does it only apply to handguns?

I thought that if a state bordered Texas, I could purchase a handgun there, i.e. New Mexico, Oklahoma, Arkansas and Louisiana. Is this not correct? Or can I only purchase in Texas? How about long guns? Can I purchase them anywhere? or just bordering states, or just in Texas? I am confused.

Well, here's a good example of how it would potentially be hard to tell. I had a gun that was gifted to me by my father-in-law before I moved out of state. I left it in his safe and just brought it back with me a couple of years ago. Even though I have lived in Texas 15 years, it was still my gun so I had the right to it. Personally, I think the BATF will have a lot better things to try and prosecute than a gift of a firearm from one family member to another, no matter what states they live in.
Until your nephew in AZ is the victim of a burglary and the "gift" was part of the loot and it is recovered at the "crib" of a gang member during a drug raid and is traced by the gnomes in WV to an FFL in TX and he says "I knowed there was something wrong with that feller, he buys A LOT of guns!" and a few of those batfe guys show up at your "compound" in rural TX with a big door knocker and a search warrant.
We were able to demonstrate that the transfer was legal(SAA as a commissioning gift)and occurred while Garrett was at Fort Sam(VETCOM), that my purchase was legal, my security system and gun room are very nice and that yes, I buy, sell and own a large number of firearms. My maintaining detailed purchase/sale records for all firearms that I've bought or sold was a huge help during their visit.
P.S. Don't offer them a stogie and a sip, they react poorly, they must be health/fitness nuts.

And then there is the very real dilemma of a new..or older handgun. In the case of Glock, the instructions are to "send it to Glock in Georgia and they will repair what broke". How do you send it...
They must have at least one FFL on staff who can receive it, if you can figure out how to ship it.
How do they send it back to the owner? Never had to send one in so haven't experienced the joy of getting one back.

I do not know about Glock, but Ruger and Sig Sauer sends you a box to the front door. You package up your handgun and FedEx shows back up and ships it off. Ruger will get it back to your front door hopeful not too long. Sig Sauer will have it back within 10 days.

Sending a gun to be repaired is not a transfer of ownership. As I understand it,
I can send my gun to be repaired (pretty sure the factory is FFL). It came back
straight to me as the owner.

I think the problem comes when trying to trade weapons or sell one to an individual
living in another state.

That used to be a Texas law or maybe a federal law, but it applied only to long guns. We have not and are still not allowed to purchase a handgun in another state and take it with us at the time of purchase. A handgun must still be transferred to an FFL within the state of residence. The law about only purchasing a long changed about ten years or less ago. I purchased a new rifle in Kansas a year or so ago and did all the paperwork and took it with me that day. And because it was not in Texas they still did the NICS check even though I have a Texas CHL. Apparently, Kansas does not have that law that says they don't have to do it or they will still do it on purchases for those that out of state licenses.

Correct. You can only buy handguns inside your state of residence.

You can send firearms back to the manufacturer for repair. You cannot use USPS to send them a handgun though. You must use UPS or FedEx (or other "common carrier")

You can if the store will do that. Many will not make the transfer. And, many will just not process a purchase by someone out of state because of the hassle. Bottom line, you cannot buy a handgun in another state and take possesion of it until it has come through an FFL in your state of residency.
