If you sent your money in on the original e-mail and now they have changed the rules to require the NRA Instructor. If you do not wish to get the NRA Certification should you be eligible for a refund? I don't think I have ever heard of a refund from DPS.

If you apply for a CHL, then find out you are ineligible, they are clear about NOT refunding.
Actually, the 'law' has always required NRA cert (or equivalent). They just started enforcing it. We should be appreciative they let us slide for 18 years.
If you get stopped for speeding and ask the LEO why he did not stop the other people that were speeding, guess how for that argument would go. :)

Just quoting what they said in the email about working with us. And as I mentioned before, some instructors may prefer a refund because the don't want to spend the money and time to get the NRA cert.

DPS originally charged me $100 for an off-year instructors cert, which should have been $50. They refunded the difference. (Actually the both refunded my card AND sent me a check.
