Paperwork not received

My son, who is 20 and in the Army, sent in all his paperwork for his CHL toward the end of April. (He had previously done the online application.) He has been away on pre-deployment training for about 5 weeks. Now that he is back in the Lone Star state and has computer access, he checked the status of his CHL today and it says they are waiting to receive his paperwork. He called me today all in a panic because he thinks all his paperwork is lost. I told him to call the number under the contact information on the status page. Should he be worried 5-6 weeks weeks after mailing? How should he proceed? Does it take longer to process a CHL for military personnel?

Did he send it certified mail? Always send sensitive documents certified that way you know it was delivered. It took 9 weeks from the time DPS signed for my packet before I got my first update so just be patient.
2/26-Mailed paper app and packet.
5/20-Plastic in hand.
83 days mailbox to mailbox.

My application never showed anything changing - status said waiting on paperwork to be received - until they sent it to me. It went through all steps up through license manufacturing in 1 day. Emailed paperwork to DPS on 1/13/2013, received license on March 8. So 47 days mailbox to mailbox, with no paperwork problems in between. DPS has, by law, 60 days to get everything done, as long as there are no issues (like not being able to read DD-214 in my husband's case). Looks like it might be taking all 60 of those days now!!

Mailed my package with delivery confirmation which was confirmed received on 23 Apr. My online status changed on 25 May (now in the "waiting on BG check").

Patience seems to be the only way here.

Tell him DPS is worse than the Army when it comes to "Hurry up and wait".

They got it. It just takes forever for them to acknowledge they got it. Calling won't help. They are gonna check the same system he checks and tell him the same thing.

It is possible paperwork was lost. On my last renewal, I got the return receipt, but I had to electronically resubmit everything because it had been lost. A phone call is in order to verify receipt of the paperwork, IMO.
