This is rank speculation, but my guess is the fee won't go down. DPS still has to do pretty much everything for each renewal application, except look for a CHL-100 in the file. DPS doesn't get the fees, but the Code expressly requires DPS to charge a fee that covers the cost of processing renewals. DPS has to pay $23.50 for every set of fingerprints sent to the FBI and with a lot of folks eligible for the 50% discount (60 yrs and older + veterans), that leaves only $11.50 to cover the rest of their work including manufacturing and mailing of the CHL.

Again, this is just my guess; I have no inside information.

Makes sense, since not much is changing from a DPS perspective...
The bulk of cost savings will come from eliminating the cost of the renewal class(~$60-75), range fees($?) and ammo (~$30)...

My wife is up for renewal this year and her birthday is September 2nd. Will the state have whatever the new forms and process in place by then? I understand she won't have her chl from September 2nd until the new one arrives.

I read the bill, but it doesn't seem to mention fingerprints (unless they are considered part of the renewal application form.)

Fingerprints are sent to the FBI for every background check (whether new or stored). So that is the expense he's talking about.

OK. I haven't seen it here so I'll ask.

My license expires on the last of October (this year).

I have, however, already started the renewal process on-line (before September 1).

Section 7 of the bill seems to be saying that I will still be required to take the class, even though my license doesn't expire until after Sept. 1, just because I was 'playing it safe' and began the renewal process before Sept. 1

"SECTION 7.
The change in law made by this Act applies to an
application for the renewal of a license to carry a concealed
handgun that is submitted to the Department of Public Safety on or
after the effective date of this Act, regardless of whether the
license was originally issued before, on, or after the effective
date of this Act."

Am I reading this correctly? Should I go ahead and sign up for a class?

In my opinion......

if you have NOT paid, scrap the application and start over on Sept. 1.
If you already paid, you'll likely (worth calling and asking) lose your $$ if you scrap the application and start over.
Which is less cost, the renewal class or starting a new application after Sept 1.

I am all kinds of confused with this.... Someone please help...

I PCS'd last November and I never got the chance to go to a CHL Class before I left. My current CHL expires 10 Aug of this year (Less then 1 month till this law goes into effect), will I be able to renew without the class? What if I start the renew process before the actual 10th and then take my time mailing (snail mail) off required documents.

Will I need to submit new fingerprints since I have never done the L1 thing? If so, does that have to be in the state as well? Thanks in advance!

As I understand it, you will only be able to renew with out a class if your license is current when the law goes into effect.

The new law only affects renewals that have not expired. I'm not sure what the procedure would be if your license lapsed.
