Illinois Concealed Carry Bill

The amended language — filed under Senate Bill 2193 — would apply statewide and municipalities would not be able to establish their own rules. It also calls for a long list of prohibited places, including public transit, an increased $150 permit fee and 16 hours of training.

state preemption is HUGE. Would be shocking if the Chicago machine allows such a bill to pass.

Even if it does pass, Chicago will probably ignore the preemption clause.

I had to laugh at the following quote:

Wondered if anyone else was interested in IL.

As a Life Member of the ISRA, I am interested, although I do not intend to ever live there again, I will be visiting my stepdaughter from time to time. Now, about that lack of reciprocity . . .

Interestingly it seems that unlicensed, non-residents will be allowed to carry in their vehicles - mental health check or not.

Having looked at the list of 22 places off limits for carry I don't think my trips to Illinois would be materially different if I had one of their non-resident licenses ($300 plus living in a state with a "substantially similar" law) or just opted to keep it in my car ($0).

The whole situation with law enforcement objection and board sounds more like a May Issue than a Shall Issue situation. I suspect that Chicago PD will object to every application so it will be up to the board to overrule them.

They talk about a "pass thru" for non-residents which doesn't seem much different than my understanding today. Don't they treat another State's CHL as an IL FOID? As far as I can tell, it doesn't much change anything for non-residents because you still could not have a stop in IL and be compliant.

We'll see what actually passes by 6/9. I'm not optimistic that they'll get anything passed and this latest version doesn't seem like much of a "win" for gun owners if it is passed.

When ISP "administratively canceled" my FOID after I tried to get a change of address to TX, I still consider it revoked, they told me I could use a TX license as a FOID, but not a CHL, a hunting license, and that my CHL would not be considered a FOID, and that the only reason for me to come there and buy ammo would be for hunting and not target shooting, so I would also need a non-resident hunting license, and on, and on.

I figured they wouldn't honor other states licenses. The greed of the Illinois political machine knows no bounds.

I see this nothing other than an attempt to show the courts they have passed a "shall" issue law without having to actually issue any carry permits. Just more Chicago style thug politics at the state level.

I spent a week in Chicago about 6 years ago and absolutely loved my time there. It was an experience I thoroughly enjoyed because I was able to live it up on the company dime while there and knew in a few days I would be back home in Texas. You couldn't pay me enough to live there. Not sure I would want to visit again either.

I've been in Chicago two weeks out of the past three that I've been traveling for business...going there in a few weeks again...and a few weeks again after that...getting concealed carry would be GREAT! It's a step in the right direction.

The Illinois legislature will find a way to comply with the federal court ruling, yet make it virtually impossible to obtain a license. Or, if you CAN get a license, it will be illegal to carry almost anywhere.
