U.S. Sen. Diane Feinstein’s husband Richard Blum won the first-phase construction contract for California’s high-speed rail.

A Congressional Inquiry should be done on this and get the records of all bids (from the Govt, AND originals from the bidders) and prove the corruption by comparison.

Does not Federal Law require acceptance of the lowest bid?

Did that happen legally? I kinda doubt it.

I was given to understand years ago that the Federal bidding process is rigged in favor of bidders whose partners include government officials who have divvied up the various "pork" fairly amongst themselves. It enhances your prospects enormously if AlGore is a silent partner, for example, or Senator Snort, or someone of equal tonnage.

I see no reason to stop at subterfuges to evade inflammatory and ill-informed press reports, especially if they are accurate inflammatory and ill-informed press report.
