The Starbucks outlets in hotels are usually owned by the hotel and not the company. Often they don't take Starbucks gift cards. SO I'm betting it was the hotel that put up the 30.06 and not Starbucks.

You should write to Starbucks and ask them why this one is posted when policy is different.
