Let's use 11.21% of licenses, issued to Out of State applicants since July of 2012, as a ballpark estimate of active licenses issued by Florida. Out of the 1,011,731 total active licenses, there are
approximately 113,415 of those that have been issued to Out of State applicants since Florida began the program. Unfortunately, the state of Florida doesn't break-down their report info any further, so a more accurate Out of State issue statistic is not available at this time.
