Submitting ID Cards (Both Sides)

I finally got my CHL yesterday but there was a delay in me getting it and here is the reason why. If you are required to send a copy of your ID due to a special condition (law enforcement, military, etc) you must photo copy/scan both sides of it. This delayed my CHL for a few weeks. If this was written somewhere I just completely missed it. Hope this helps.

I think it's on the checklist. The list for nonresident definitely says both sides of the ID.
