While technically correct, de jure not de facto, you can in effect remove NY, NJ, CA, HI, RI, MD, DE, & MA from those 49.
It is nearly impossible to obtain a CHL in those 8 states. That brings down the effective list to 41 states.

How about meeting would be CL buyers or sellers at a police station instead of a "populated public place"?
