Of course not, if criminal charges were filed, it would look bad for the campus and make their Cleary reports look worse and people might want to protect themselves.She said that guilt was why she waited two days to report the rape to campus police. Seven months later, she claims university officials have done little to punish her alleged attacker.
"The police department and the student conduct board on campus (aren’t) doing anything about it," Hawkins said.
At campuses across the country, many students share that complaint -- a complaint the Obama administration acknowledged a few weeks ago when it sent a letter to colleges nationwide. The letter urged them to strengthen their policies on sexual assault and make it easier for victims to report the crime.
"Many college campuses -- not all, and it does vary from campus to campus -- but many of them turn a blind eye, look the other way, ‘Oh well, boys will be boys.' And they treat it as a conduct issue,” said Rebecca White, the CEO of the Houston Area Women's Shelter.

A federal study in 2007 estimated that one in five women would be sexually assaulted while on campus.

She said those figures are just the beginning. So she covers her office door with student essays -- stories of rape. She has more than a hundred so far.
