Thank you for writing to express your support for legislation that would allow Texans to carry concealed handguns on college campuses. I value the opinions of all Texans, especially concerning important issues of individual liberty.

Several members of the 82nd Legislature have filed bills on this topic, including House Bill 750 by Representative Joe Driver and Senate Bill 354 by Senator Jeff Wentworth. HB 750 was passed by the House Committee on Homeland Security and Public Safety and then sent to the House Committee on Calendars to be considered for debate by the full House. The deadline for House bills to be scheduled for debate on the floor was May 10, 2011. HB 750 was not placed on a calendar prior to that deadline, so it will not receive further consideration during the 82nd Legislative Session.

SB 354 was included as an amendment to another bill, SB 1581 by Senator Steve Ogden, which passed the Senate on May 9, 2011. The bill has been referred to the House Committee on Appropriations and is scheduled for consideration in a formal meeting on May 13, 2011.

As Speaker, it is my duty to preside over the other 149 members of the Texas House of Representatives so I rarely vote and do not personally carry legislation; however, I will keep your comments in mind should SB 1581 come before the full House.

Does that mean he maintains neutrality (except for tie-breaker votes) and doesn't express his opinion to the committee chairs he appointed? Even in private?
I believe the basic political division in this country is not between liberals and conservatives but between those who believe that they should have a say in the personal lives of strangers and those who do not.

Since Jimmie Don Aycock said "I fully support the Second Amendment, but" and then voted against campus carry...
I'm hoping that "however," has significance.

Pretty sure calendars can't kill it, other parts of the bill are very important for funding of texas colleges.

Thanks but I was wondering if they could do it in general not if they would do it to this bill.

These schools have been very antigun and maybe if they were kept busier trying to keep funded they wouldn't have as much time to be lobbying against the RKBA. They have clearly defined themselves as an ignarant enemy that needs to be stopped actions should have consequences.
In this bill we are in a win-win situation unless they do some tricky ammendment play.

I'd rather it pass, so we can see no incidents in these next two years, and then, in 2013, come back and say, "see, the sky is NOT falling, no crime/suicide rate increases, no drunken shooting binges, and the streets are still asphalt colored...not red with blood. Your "culture of the classroom" is in tact, just like in the other 5 states. So, why don't we allow these same people to exercise their rights on private and independent colleges now? It's not negative at all."

According to Rep Garza's office a point of order can be made and the amendment stripped if it is subsituted for the HB. I hope this in not the case and have called at least 2 times telling him to oppose any attempt to strip the amendment and plan to call again Monday morning. I would call this weekend but no answer.

I think this is true were the house bill the one brought up on the house floor, but since the house bill is effectively dead (didn't pass originating chamber in time)and the senate bill has passed the senate, committee and in calendars, I don't think a substitution is necessary - the senate bill can stand on its own.

I"m guessing that's why John Woods' website emphasizes faxing/calling/e-mailing Speaker Straus. ;-)
