HB 3308 ... postponed

discussing. can't you just lay out the companion SB postpone till Monday rather than postpone 24 hours ?
Point of inquiry ... re: postponing until Senate bill can be heard versus all these daily postponements ...

looks like several are doing daily postponements until a companion SB is "substitute eligible"

I get that; it's just silly. As was pointed out it just eats up time each day.

yeah it does ... it may reserve a place in line though ...as opposed to never getting to it

I think i'll go grocery shop now :yawn

Perhaps those against a bill want it postponed till Monday, hoping the SB is so different than the HB, it can't get substituted, and the house bills are only heard till Thursday ...

discussing a senate substitute for a house bill...

Question being asked
Who is the gatekeeper for non-germane amendments

Chair, and chair appreciates members' input

new question ...
procedure varies by sessions if entire bill is sent back or amendments just removed

which procedure are we following this session

chair will research recent decisions and will discuss this with the body before we lay out senate amendments

SB 1581
House Committee: Appropriations
Status: In committee

http://www.capitol.state.tx.us/BillLook ... ill=SB1581" onclick="window.open(this.href);return false;
H Referred to Appropriations 05/11/2011
H Read first time 05/11/2011
H Received from the Senate 05/10/2011

SB 1581 is now sent to the House Appropriations committee. We need it reported with no amendments other than those already there, and don't neuter it (my words) .... OSLT ( Or something like that ) :mrgreen:
--------------------------

Wanna bet Rep. Pitts, the author of HB 3639 who is the CHAIR of Appropriations calls a meeting soon?
No meeting is posted yet ...
I'm guessing he'll announce from the floor
House resumes at 9:30 a.m. Thursday May 12th 2011

http://www.house.state.tx.us/video-audio/" onclick="window.open(this.href);return false;
---------------------------

If the Senate moved at the pace the House moves some days, I wonder if they could get to SB 354 next week> Or, while John is watching the Appropriations committee ....It's on the ROB and Intent calendars still ;-) "rlol"

A bit stormy in Austin ... low water crossings shouldn't be a problem yet. http://www.kvue.com/weather/radar?radar ... &img=0&c=y" onclick="window.open(this.href);return false;

"This is the last day House bills can be voted out in here, we'll probably be here until midnight"
"Yes"

Wonder if they'll move to stop the clock again?

Announced: Free Barbeque and pie later in the back for Representatives, paid for by 2 Representatives.
Question: Will there be Banana Creme Pie?
Disclaimer: (In the interest of accuracy: He might have said Coconut Creme Pie ... I forget)
. Geren & Tuffy providing dinner. Barbecue!

(Since John Woods Tweeeted about the Schools spanking kids bill which passed yesterday,) ..
Motion to reconsider the bill which already passed... HB 359
(Earlier they were reconsidering bills which failed before .. to get them to pass now)
Motion to amend to allow parents to opt in instead of opt out by default.
"Why don't we abolish local school districts and just regulate them 100%?"
****Local control arguments****
How *local* ... *Local* State?...you trust local government *Local school district* to supersede *local* parents?
Passes again

Question: / Motion How many dead bills will we resurrect today though we haven't even gotten to the third readings on others?
Chair is not advised

Can we move all the dead bills they want to resurrect to the end of the calendar and move forward instead of back?
Is that a motion?
Yes
Bring it down front then
Point of order:
I'd like to be sure his motion doesn't take longer than the bills we want to resurrect
======================
Looks like they are doing third readings now back to the calendar :clapping:
