Senator Zaffirini again moved to suspend the regular order of business to resume
consideration of CSSBi5 at this time on its second reading:
CSSB 5, Relating to the administration and business affairs of public institutions
of higher education.
The motion prevailed.
Senator Ogden asked to be recorded as voting "Nay" on suspension of the
regular order of business.
The bill was read second time.
Senator Wentworth offered the following amendment to the bill:
Floor Amendment No. 16
Amend CSSB 5 as amended as follows:
Strike all of added Articlei__, Miscellaneous Provisions, as added by Floor
Amendment 8, in its entirety.
The amendment to CSSB 5 was read and was adopted by a viva voce vote.
All Members are deemed to have voted "Yea" on the adoption of Floor
Amendment No.i16.
This.

I'm sorta lost here, but thinking ... Ceramic Glocks (SB 5?) only get stuck in metal detectors if loaded (Amendment 8/ guns on campus/SB 354) ...
Wentworth unloaded it so SB 5 gets to the House.

SB 1581 contains a version of SB 354
HB 3639 is companion to SB 1581

House bills until Thursday ... after Thursday it's Senate bills heard in the House
Notice all the Floor Amendments being offered in the House.

HB 750 language as a House floor Amendment to SB 5 would look pretty much like Amendment 8 for it to be Germane

At this point ... i dunno ... will be interesting.

Wonder who will be on conference committees.

He has to postpone it to get the language right in the amendment.

Is the plan to amend HB 3639 to match the engrossed version of SB 1581, instead of substituting? (Do I recall correctly there may be parliamentarian issues with substitution if there are significant differences?) Would that then require HB 3639 to be passed by the senate (or SB 1581 to be passed on its own by the house) for campus carry to survive? Or would they substitute the passed SB for the HB after amending the HB to match?

I don't know how the playbook/strategy/game plan goes; may want to try to amend HB 3639, see if it gets on the floor before Thursday, if not, hear the SB 1581 AFTER Thursday, and/or amend SB 5 in the House too...if time doesn't run out... as a chance to "get more than one bite of the apple" ??
Or
might try substituting the SB for the HB now.
I think it would be a big mistake to go ahead and pass an unamended HB , so I'll be calling/again today (Wed) because Thurs is the last day for the unsubstituted HB if I understand correctly.
I'm really not sure of procedures/rules at this stage
Guess we may find out today possibly what the game plan is/was, if not today, then Thursday (tomorrow) maybe.

Faxing again now so they'll have paper in the machine I hope and see it first thing (Wed) this morning ;-)
4:00 a.m. Wed got my Wed. faxes sent and e-mails sent
will make calls again when sunrise comes :lol:

Appropriations Committee
. Since the House companion bill, House Bill 3639 by state Representative Jim Pitts (R-Waxahachie), already occupies a slot on the House Calendar, it is expected that SB 1581 could be expedited through the House Appropriations Committee and substituted on the House floor for HB 3639.
....the 2 Authors of the HB 3639 (Notice that Pitts and Aycock are in Appropriations, Pitts is the Chair)
http://www.house.state.tx.us/committees ... mittee=030" onclick="window.open(this.href);return false;
They need to expedite SB 1581 to substitute it in; hopefully it can be expedited since HB 3639 is already "out there"

I'm finding this info:

Basically what we need you to do is talk to House members in appropriations and ask them to pass both SB 1581 and Senator Wentworths amendment to said.

Pick three members of the House Appropriations Committee (PITTS, the author of the HB is the CHAIR !!! He calls the meetings !!! )and ask them to preserve and support Senator Wentworth’s campus carry amendment to SB 1581. Their contact info can be found here: http://www.house.state.tx.us/committees ... mittee=030" onclick="window.open(this.href);return false;

Campus Carry recently passed in the Texas Senate, and now we need your help more than ever to get it through the House! This shouldn't take more than 5 minutes total.

Zerwas is on it too ... but he wasn't any help in Calendars ... perhaps I made fun of him in Gym class 40 years ago? I dunno

I'M NOT SEEING AN APPROPRIATIONS COMMITTEE MEETING since last week MONDAY MAY 2 ... (none this Monday, yesterday or today Wednesday? http://www.capitol.state.tx.us/Committe ... ?Chamber=H" onclick="window.open(this.href);return false;

3 minute countdown till House starts ... I saw no appropriations committee meeting yet, so we'll see what happens ... perhaps an amendment to HB 3639 ... then after Thursday ... consider SB 1581 if the House Bill runs out of clock time ?

:headscratch

Bell ringing n the House now.
But, either they all "slept-in" or aren't here from all the various committee meetings yet.

They should just add Wentworth's language back in in committee as an amendment ... save floor time later maybe (doubtful they would if they could) :mrgreen:

I'll keep refreshing http://www.house.state.tx.us/video-audio/" onclick="window.open(this.href);return false; to see if it shows up

Others Committee meetings Announcements... if they said 1581, or appropriations ... I haven't heard it ...
