Aftermarket solar-powered vehicle ventilation fans are available for less than $20.

The problem with any measure of this sort is that the kind of irresponsible people who leave infants in cars also would not use or maintain safety devices. I still see people driving around with unsecured children in their vehicles and even the beds of pickup trucks.

Does anyone know what happens to police dogs after they retire? I think they could make a decent pet / guard dog.

Often the handler keeps the dog. However, if you search for "retired K9 dog" you will see quite a few available for "adoption."
