I've seen more than one character wearing his pants below his entire derriere in public i.e., HEB grocery store among other places.
To witness this loathsome spectacle doesn't describe it adequately.
The only good thing about this kind of stomach-turning eye sore is the self-hobbled cretin is an easy catch for any LEO when said half-wit attempts to flee after committing a crime.

Maybe if they pulled up their pants, they could run fast enough not to get shot in their brains.
I believe the basic political division in this country is not between liberals and conservatives but between those who believe that they should have a say in the personal lives of strangers and those who do not.

It is very common in lower income areas and 'the projects' in cities for a neighborhood lady or person to sell chips, sodas, candy and other snacks to neighborhood kids. This keeps the kids from having to walk multiple blocks to a store in an unsafe environment. Many times, the store or Stop-&-Rob is nothing but a hangout for the thugs that prey on these kids and steal their money or worse, so having the place close where the kids can get these snacks is a safer method. While I am not one to condone this manner of dress by any means, in this case, these kids really weren't doing anything wrong and the guy that shot them was just a idiot. The issue I see is not as much how they are dressed, as it is the supposed role models they are trying to imitate. Teens are very easy swayed and want to 'fit in' (even though they don't fit in their jeans ) with their culture. They get exposed to a lot of these hip-hop and rap artists that dress this way, and the multitude of media that they can now see because of the Internet and world-wide television just promulgates the matter more. Personally, I think society as a whole is on a down-slide on morals. However, I can remember my Dad saying that exact thing about me and my longer hair and the manner of dress I wore while growing up in the 70's.

I completely agree with your first paragraph.
I also appreciate that teenagers are easily swayed into emulating those they admire.
However, the cretins I witnessed weren't teenagers - they appeared to be in their mid-twenties, perhaps even older.
I view their revolting appearance as degenerates on parade.
What to do about it?
Well, were I the manager of the stores where I saw them and witnessed them showing up in my store in this state of undress, I'd have them leave the store and advise them that until they came back fully dressed they'd not be served or not come back at all.
I still see signs here and there in various stores and restaurants stating something along the line of "No shoes, No Shirt, No service" or "We reserve the right to not serve..."
So, no new law is necessary, just an enforcement of common sense by those running the various businesses.
I did make my disgust known to the managers of these businesses and that if I were to continue to see their acceptance of this type spectacle I wouldn't be back. I conveyed this message in a calm respectful manner.
If more of us would do this I'm convinced we'd see less of this nastiness.
