Were these dispatch tapes "leaked" or actually submitted by LVPD to the public?

From what I understand, the tapes were not officially released by LVMPD. It appears to me that someone has a scanner set up to record through their computer and decided to post the recording to youtube. I have seen speculation that the tape was unofficially leaked by Metro or an officer to help their case; I've seen speculation that the tape was edited prior to release - I don't have a theory personally, but do find the lack of video concerning.

To clarify, these are not dispatch tapes. These are radio traffic tapes. Many people, from journalists to HAM operators to retired LEO to random citizens, have police scanners that listens to the radio traffic. This is a recording from one. It does not include recordings from the phone call to dispatch, just what dispatch radioed to the field.

Another candle light vigil is scheduled to go on at the same time as the one in LV at the Costco store in Lanchaster, CA. Should be one organised to take place at every Costco in the US at the same time. The more the better. 8/10/10 Tuesday 9 pm

I listened to the complete LV police scanner tape last night. There was voice traffic by some officer reporting that the manager (or management type person) said that Scott was behaving erratically. There was also a report on the tape that some management type in the store was on a land-line with the police describing where Scott was, and descriptions of him and his girlfriend. Voice traffic also states several time he had a 413 (firearm) tucked in the back of his pants.

What shocks me no end is how casually the ambulance was summoned. I did not time how long it was between "shots fired" and the ambulance showed up...but it was w-a-a-y too long. This in spite of the fact that the police had requested a medical unit to be on standby either across the street or within a block of Costco.

Then there is the shocking report from the scene that the subject is in custody! Again this was over 5 minutes after "shots fired".

You have to take the time to listen to the whole thing.
Around 6 minutes into the first tape, I heard the dispatcher say that the [Costco] Manager was a Green Beret and had permission to carry a 413 [firearm]. I can see telling the dispatcher about the manager carrying a gun, but why the bit about being a Green Beret?

I am thinking the costco store mgr. was saying that Erick Scott was the one that was the Green Beret and carrying a weapon. That could have amped up the EB scale a little bit to get the cops there faster. A person being a green beret and brandishing a weapon is terrorising the store.

This reminds me of the hypothetical situation discussed a while back on another thread. You're eating at a restaurant and rudely wipe your mouth with your forearm, thus accidentally revealing your weapon. A manager sees it and asks you to leave. What do you do? Do you stop to pay first and risk them saying you didn't leave promptly? Do you leave and risk them saying you didn't pay and committed theft of service? In a grocery store setting, that isn't an issue because you haven't consumed anything. You can just walk right out, which is what Erik should have done.

That was one of the points of the restaurant post. Why did Erik Scott stay and purchase the merchandise rather than leave right away? Of course, I can't answer that question.

P.S. I have gotten two emails about candle light vigils for Kirk Scott, one at the Summerlin Costco in Las Vegas and the other in Lancaster, CA.

There's one error that I found in the transcript. It reads "The manager is a Green Beret and is allowed to carry a 413." but the dispatcher actually said "he told the manager he's a green beret and is allowed to carry a 413."

It does sound like the first word is cut off. I haven't read anywhere in Erik Scott's bio that we was a Green Beret. :???:
