Thanks for sharing that chart, rpecunia. Since I have to just sit here and contemplate (as opposed to going for a Wally Walk), here was my musing for the day.
The Texas CHL statistics showed 138,000 licenses issued in 2009. I couldn't find a chart that broke that down but let's assume that it isn't equally distributed (average rate would be about 11,000 per month) but heavily weighted toward the Spring and Summer. That could mean that they are processing 20K licenses per month on those heavy months. That brings a whole new perspective to why it might take so long. I suspect that we might be in the middle of a "crunch" of applicants. Based on reading the last couple of months reports just on the forum, it would appear that the average turn around is 10-15 days longer now than rpecunia's chart showed for January.
What would be interesting to find out would be how they manage all of the details. I worked for the financial arm of an auto company and they processed lease and loan docs in the 20K per month range. They had fairly sophisticated workflow management software that managed all of the applications, payments, insurance issues, and debt collections. I wonder if DPS had anything that sophisticated. Since they are trying to migrate to an on-line environment, it would be easy to assume that they are using imaging software to collect the hardcopy applications (like mine) that they get and turn them into something that can be managed electronically.
I would have expected that those applications with a lot of "hits" for work and home locations might take longer because of multiple BGC contacts that DPS has to make. Yet mine only had one of each and it appears that my BGC is taking longer than several others who submitted about the same time as I did.
I'm wondering if they might "fastpath" those who are involved with the military. That would be a good thing in my book - a small token of appreciation for their service. It is just interesting to speculate about the reasons for the apparent wide disparity in processing times.

I don't know what I did differently, but I'm glad my CHL is finally going to production. DPS received my paperwork on 6/4/10 and I showed status around the 25th. I just got the status change saying background check complete 7/28/10.

Got home late last night to find one CHL in my mailbox. I'm legal now...probably won't be able to Wally Walk until the weekend, but it is coming soon.

You're at one of the steps in the process that's different for everyone. Like I posted above, my background check had been "under review" for about a month before my status changed to "manufacturing pending."

As far as when do they update the site. I've noticed all of my updates came over night. Like Tuesday before bed and probably really close to midnight i was still showing under review. I logged in Wed morning and it was showing completed. I have heard that they will do updates throughout the day though as well.

I have been waiting for a week now for a technician to check off on it for a week now. I sent in the disposition so I wouldn't have this hiccup and I'm still having to wait.

With mine, I didn't notice any rhyme or reason to the update pattern. I saw updates in the middle of the day on Tuesday, on Saturday morning, etc. It does seem that they have a push towards the end of the week to complete applications as most of the updates were towards the end of the week.Texasfinest wrote:Just checked my status and it's stil shows background check under review. Seems there is no rhyme or reason to the way they process applications. Wife and I submitted everything at the same time. Other than names and SSNs our applications are identical--same addresses both self-employed by our own company, both vets, etc... My status is Mailed, her status indicates they are still waiting on background check.

I talked to someone through email at the dps and he said that my file has been assigned to a technician today! I don't know what that means. Also I don't know how close I am to getting my chl.
