Active Military in TX CHL Application Questions

I took my CHL class today and obtained my certificate of training. I understand I must now obtain fingerprints, photos, and have my 2 forms notarized.

I looked at the application today and everything I have says I must have a TX DL or ID card. I have neither. I have a valid AL DL, and my home of record is in AL. I also have my military ID card and orders bringing me (PCS) to TX. I can buy firearms in TX with my AL DL, ID card, and a copy of my orders; so do those things make me a resident for CHL purposes?

Can anybody tell me if I should be applying for a resident or non-resident permit? My instructor said its best to have the address on your CHL match your DL, so I will be using my AL address and having my parents send me my CHL when it gets here.

Can anybody give me any insight on how to properly fill out this application?

You don't have to have a Texas DL or ID card. There's a little "?" on the application and it notes that you can use your Alabama DL on your application. Use the same address as on your AL DL.

You always have to go according to your home of record. For example, since you are an AL resident and NOT a TX resident you have to follow all non-resident procedures - even as an active duty military member. If you want to become a Texas resident and you are stationed in Texas, it is quite fast and simple (visit the legal office).

FYI, depending on the state it is sometimes easier to get a CHL through your home of record as long as Texas honors it. My home of record is FL and I got my license through FL because as an active duty military member, I was exempt from some of the application steps and got my license significantly faster compared to civilian applicants. Just do some research and let me know if you have any questions.

You can keep your AL residence as your home of record and your legal state odf residence. All you have to do is get xfer to a TX DL or get a TX ID and you are considered a resident. I have a TX DL (which could help you out in the future) and am still a legal resident of PA ( I still pay taxes there). But TX also considers me a resident and I have a resident CHL.
