What class Misdemeanor is driving without a license?
I had a driver's license in my pocket, but since I was on a motorcycle and didn't have an endorsement I got a ticket for driving without a license. It's been haunting me through this surcharge program for 2 years now.
Anyway, will this have any bearing on CHL app?

If the conviction was a class A or Class B which it probably was, it will likely be a 5 years wait. If you are still paying the license surcharge, that indicates a conviction.
See if you can get the records and find out what the conviction level was. If you are lucky enough for it to be a class C, you are good to apply.
