Dear Concealed Handgun Licensing Instructor:
In compliance with legislative changes to Chapter 411, Texas Government Code, the Department is developing an alternate proficiency certificate to allow a qualified concealed handgun license instructor to administer the handgun proficiency examination. A student who wishes to obtain or renew a license from a qualified handgun instructor is required to take the appropriate course in handgun proficiency and demonstrate handgun proficiency in the form and manner set by the Department. An instructor is required to submit to the Department evidence of the student’s proficiency. The following changes affect this process:
1. All sequentially numbered proficiency certificates (TR-100) will be honored until an instructor’s supply is depleted. The Department will continue to charge the $5.00 fee for the purchase of certificates through August 31, 2009.
2. Instructors will no longer be required to purchase proficiency certificates (TR-100) on or after September 1, 2009. The Department will no longer mail or require proficiency certificates (TR-100) as of that date. Please do not make requests for certificate orders by phone, mail or online as of that date.
3. No refunds will be given for proficiency certificates (TR-100) purchased on or before August 31, 2009.
4. The new and only acceptable proficiency certificate will be available at our website on September 1, 2009 under “Downloadable Forms.” This downloadable form will be substantially similar to the TR-100 form. This downloadable form will be used for an interim period to establish proficiency while the Department establishes various automated processes to streamline the program overall.

I thought my fellow instructors would like the demise of the TR-100! For you non-instructors, the TR-100 is an incredible pain for DPS and instructors alike.
