I think most of us have probably witnessed similar situations, and I think WildBill had a pretty good point. There will always be guns in the hands of people that aren't quite as safe as the majority of us.
When it comes to CHL training however, I think I would support more stringent requirements if it meant that CHL's would be permitted to carry everywhere that an LEO can.

First thing I would do is forward her the URL to this forum. I tell you, when I first registered here, it truly opened my eyes to how much responsibility goes along with having a CHL. Then, I'd possibly give her a copy of In the Gravest Extreme by Masaad Ayoob. I think she just needs a good lesson in perspective.

I would have taken the question as an opportunity to give information about gun safety and further encouraged her to handle the gun while showing how to handle it properly.
I would have done the same thing to the lady in the original post. I have run across many first time gun handlers and very few of them know how to handle a gun safely without instruction.There are tactful ways of doing this and there are sarcastic ways. Honey always works better!

The most diplomatic way of handling this situation is for someone to give the lady a gift certificate for an hour or so of one-on-one training with a woman instructor, or one who has a reputation for being good with women.
I don't know what your relationship is. If it is a friend-of-a-friend type of thing, you probably can't do anything.
If someone close to this lady can write her an old-fashioned paper letter suggesting that she get some training, it would give her a chance to blow off steam and think about it, rather than just deleting it like an e-mail message.
I don't know exactly what that letter should say, other than every dangerous tool, including an automobile, requires some training. You could find a lot of stories on this forum about people "playing with guns" and killing themselves or loved ones.

Another approach might be the age old practice of "shunning". When she shows up with her loaded gun and self, everyone leave the vicinity. If she has any sense or concern, she'll ask why the "cold shoulder". If she doesn't respond to the replies and suggestions, disinvite her to any other functions where guns are in use.
If she shows up uninvited, shoot her.

I seriously doubt that this lady ever has the intention of showing up at a gun range for practice or any other purpose. I believe she is simply one of that small percentage of CHL'ers that wants to legally have a gun for "protection".
As it stands, it is her right to do so.

2 sets of rules - If it one of your IN LAWS, then bring it up to her children VERY carefully and then drop it or you will have more problems than you can shot closer to home. I KNOW this one well.
If they are not related to you, and you are just a friend that happened to be out there one day, then talk to your friend or the land-owner about your concerns...or don't go back there.
If you are her neighbor...I'd be calling the police a lot if I saw a woman that resembles my neighbor brandishing a gun in the street.

1. If thats your inlaws-keep the kids out of there, tell them why, and be glad they are only that nutty
2. If thats the neighbor waiving a gun around, call the police at any excuse. Again, keep your kids and any neighborhood kids out of the area until she straightens up.

I know many on here disagree with what I am about to say. But I firmly believe, based on me talking to many other license holders about how often they practice, tells me that the vast majority dont go back to the range after getting their license.
I go to the range at least once per month. I do this for my peace of mind that my weapons function as intended, also to teach my 16 year old how to handle firearms (He has been shooting since 10) and because I really enjoy it.
I agree many license holders need lots more practice. In my CHL class we had two women in the class that brought the weapon to the class still in the box. Both had semi autos and had no clue how to load the magazines, how to insert the mags into the weapon or how to drop the mag once all the rounds were expended. I wish the CHL instructors would make each student demonstrate the student knows how to load, unload, field strip and make a weapon safe for inspection before allowing a student to go through the class.

Oh as a matter of training for my son, I will take one of my pistols, all semi autos, drop the mag, eject the chambered round, close the slide, insert mag.I then hand him the pistol and if he does not drop the mag, and lock the slide back and check chamber we administer a dose of pain management to remind him of gun safety. Funny, after I managed his pain level one time he has never forgot since..
