CHL and Homelessness?

#1

Post by nitrogen »

After reading a discussion on another board, I wondered how Texas would handle this:

(forget about the logical aspects of costs, etc)

If you're homeless and want a CHL, or are homeless after acquiring one, how do you go about meeting the "change of address" requirement? Is it even possible?

The law says "residence address" so I kinda figured that wasn't any good, but who knows? It's why I asked :)

Interesting question. You need a photo ID so that your forms can get notarized. Can you get a Texas ID with just a P.O. Box? I suppose if you have a friend or relative you could use their residence if they let you. Where do homeless people get their checks if they have disability checks, social security, etc?

i learned in the last election that apparently, the location of a specific park bench where you reside is sufficient to register to vote, therefore it should be more than adequate to get a CHL :headscratch

This is a very important question for this economic climate.

Can I use the Wal-Mart parking lot that I'm going to live in my camper in as an address?

Huh, interesting. "proof of residence" is required.

I've had the same PO Box for 20 years. Also lived at the same physical address for close to that. My DL and CHL both
have my physical address on them (no po box shown). Since my PO box is my mailing address, both DL and CHL were
mailed to the PO box (had sticker on envelope w/PO box #).

I'm sure they want a physical address for DL and CHL so they would have an address to find you if need be.

I would suggest that someone that is homeless get a small PO box and use the physical address of a friend that will probably
be at this address for some time to come. That way, mail can still be sent to the PO box, but items like DL and CHL will have physical address on them, as required.

Of course, I suppose that a friend should or could take in their homeless friend until better times, but that's not always possible.

BTW, I have a medium sized PO box and it costs $54 per year.

I think that is correct. But I don't think a physical address of "Corner of 5th and Main" would satisfy the DPS. ;-)

I am not homeless, but both my DL and CHL have nothing but my P.O.Box number and the FM rd. # on them, nothing else.

Example:
John Doe
P.O.Box 110
FM 266
XXXX, TX. 787XX

It hasn't bothered the DPS for the last 13 years.

Another similar scenario could be that one has retired, sold their house and bought a HUGE motor home to live in and just travels all over the state of Texas living in RV parks and KOA's.

I understand they would be fine under the MPA, but what about when they had to stop at grocery store for food.

What could they do to get a CHL to be able to carry outside the motor home?

I do remember that in years past, my DL had PO box and street address on it. I renewed DL last December and new DL
only had street address on it.

Have had CHL about 1-1/2 years and it only has street address on it.

But you own, rent, lease or have control of this property, where a homeless person would not.

BTW where is XXXX, Texas? It doesn't show up on my map.
