My understanding is because Texas permits 18 yr old members of the military to get a CHL, the folks in WA dont believe an 18 yr old in the military old should be permitted to carry a concealed pistol. Dont take my word for it though, this is only speculation that I have read and heard elsewhere.

Update: I received a letter today from the office of the Attorney General of Washington. If anyone is interested, the comments by Jason73 were substantially correct. They can't enter into reciprocity with us because "Texas issues licenses to persons under twenty-one years of age if they are honorably discharged veterans."

Age of permit holders should not matter. We are held to the reciporcating states laws. If they have a specific age requirement Texas CHL holders must follow their laws, therefore anyone under 21 would not be legal there.

It does matter. "The licensing state does not issue concealed pistol licenses to persons under twenty-one years of age" is a statutory requirement for Washington to recognize Texas.

I was not arguing the fact that the requirement did or did not exist. I should have written that in my opinion it should not matter. Texas doesn't issue "Concealed Pistol Licenses" to those under 21 years of age. We issues "Concealed Handgun Licenses". Yeah, this is a bummer considering that we allowed the under-21-for-veterans issue just at the time that we COULD have gotten reciprocity with WA. I'd wager there aren't many 18 - 20 CHLs, but I don't begrudge them. Anyone who has served our country and been discharged in a non-dishonorable manner is fine by me. Washington was the main reason I applied for my Utah CFP license, as WA has reciprocity with Utah. I travel to Washington quite a bit and would like to bring my firearm with me. Now that I've gone throught the course, my instructor stated that our government is working closely with Washington and she expects that reciprocity will be granted in the future.
But even if Washington grants Texas reciprocity, I still think there is value in obtaining, and holding a Utah CFP. Right now, Texas DPS has no way to know that you have a CFP from Utah, as they don't associate out of state licenses to your drivers license. Second, aside from Utah's CFP group, Utah doesn't know you got a Utah CFP, as their system is not capable of associating their CFP license with out of state drivers license. Third, for what ever reason, if your Texas CHL expires, get's revoked, suspended, you can still carry as you still have a Utah CFP. So no worries about having to worry if your renewal will get done in time for when your license expires, as you have a backup. Plus, Utah is cheap, $65 for the license, and $10 for renewal fees.

In the meantime, if you're up in Washington, getting a Washington permit is pretty easy. I'm on vacation just north of Seattle right now and I went to the local courthouse earlier this week to renew my permit. All I had to do was fill out a form which basically just repeated the standard questions on a 4473 and give them $32 for the renewal fee. If you're getting a permit for the first time, the only difference is that they also fingerprint you and it's a $60 fee. I was in and out of the courthouse in under a half-hour. If only Texas renewals were so easy...

This info is several years old, but I think it is correct. When I was working out of Seattle several years ago, I went to the King County Courthouse and applied for a permit, waited a little over an hour for them to check the info and walked out with the permit. I did have a Florida permit, but don't remember if that was a factor in the on the spot issuance of the WA permit-might have been.
They may have changed since then, so check it out. If it is still the same you could just get a permit as soon as you arrive and have it for your vacation.
The way this came about was I asked a policeman at SEATAC airport and he didn't have a clue, so I went down to the courthouse to inquire and the clerk gave me the forms. I had not expected to be able to do it all at that time! The permit at that time did not have a photo, just a paper form, but it did the job. This was in about 1990 (I was a pilot flying out of Seattle)
