I suspect your LEO was mistaken. Unfortunately, you have now been given "verbal notice".
Dh & I are originally from that area. Parts of Pt. Arthur are like a third-world country. I would feel more secure in most areas of Houston than in Port Arthur.

I believe Kevin Fowler will be at the Houston Livestock Show and Rodeo. But, unfortunately, the Rodeo is a professional sporting event. If it comes to that, you can carry as far as the parking lot, and leave your weapon in your car. If you use the Park-n-Ride, you'd be unarmed from the P-n-R lot, on the bus, etc.
There are numerous LEO's, on duty, in uniform, at the Rodeo. Of course, it takes a lot of LEO's to cover the potential of 60,000 fans at the Rodeo.
Disclaimer: since my wife has bursitis in both hips, and doesn't walk very well/very fast, we don't go to the Rodeo any more, but our twenty-something grand-daughter still makes the pilgrimage at least once each year (twice this year).

NOLA gets around this issue with a state law that prohibits chl carry to/at any parade for which a permit has been issued. The LEO may have been aware of LA's law & extrapolated it into Texan.
Interestingly also, in LA it is illegal to chl carry into any private residence without 1st receiving permission from the homeowner.
