Residency Restriction
I have a question as it relates to the possible residency restriction with a CHL. I just moved here to Texas from California, thankfully. I have read that a person must be a state resident for six months prior to being able to apply for a CHL and I have also read that as long as you can show intent to establish residency, you can apply prior to six months. In reading the 2007-2008 LS-16 booklet published in Oct of 2007, it states that one must be a resident for six months or you can get a non-resident if you have not. With so many different quote "facts" out there, I figured this would be a good place to get further information in reference to this matter. Thank you in advance for your help.

You no longer have to be a resident for 6 months to apply for your CHL. As soon as you establish residency in Texas, you are eligible for a resident license.
You can establish residency by signing a lease, buying a home, having current employment here, or enrolling in school. Pretty much, if you can prove a Texas address, you have established residency.
You do need a Texas driver's license or Texas ID card, issued by the DPS, to get a resident CHL.

I wish I had known that, I had my CHL at 21, moved to Ark, lost it, moved back, waited my 6 month only to learn IN CLASS i did not need to wait.
