Since this didn't take place in California, Baldwin might not have as much overhead cover for his actions.In the end, the liability may be delayed but will likely be considerable. What is clear is that personal injury lawyers will view the Bonanza Ranch as aptly named for civil litigation.

Yep. That's her. Her name is now all over the news, so no reason to worry about not using it. She's 24-year-old Hannah Gutierrez-Reed, the daughter of Thell Reed, who's 79 and been around firearms and the movie industry most of his life. Evidently he's been teaching his daughter about firearms and they "really got more into the stuff more just really in the last couple of years."
Fox News ("Armorer on Alec Baldwin's 'Rust' set once admitted to being 'nervous' about abilities") reports that she appeared on the "Voices of the West" podcast last month (you can listen to the podcast episode from this link at Stitcher.com) where she admitted she was initially doubtful about her abilities to serve as a production armorer. She'd done one other film, Nicholas Cage's first Western, "The Old Way." I don't find her listed on the IATSE Local 44 website (https://local44.org/) and Google doesn't either, but that doesn't mean she wasn't a member...I think the odds are good, though, that this was a non-union shoot and that there were no certification or credentials required for the job.

Being reported by Daily mail that the gun had been used for target practice by some of the crew when they were off duty.

It sounds as simple as they used a real gun (too cheap to buy an actual prop gun) as a prop... not a "prop gun" AND THEN VIOLATED JUST ABOUT ALL OF THE SAFETY RULES with it.

Yep. She made (another) poor decision ever agreeing to that podcast interview because a couple of the old codgers doing the interviewing clearly knew a thing or two about period-piece firearms. One of them mentions Remington swappable barrels, and then in the next breath they ask Gutierrez-Reed what different types of blackpowder firearms were on the set of the Nicholas Cage film. Her response was:
And fast forward to 21:19 in the podcast when she's asked about the detail of the steps involved when an actor who has no experience with guns comes to get a firearm from her armory. Check out how much she mentions safety procedures and marvel at the depth of her displayed knowledge."Uh, it was mostly, oh, uh, Remingtons... There wasn't too many, you know; there wasn't a lot. There was a little bit of gunfire, but mostly just a couple of Remingtons."
Her dad gave her a Colt Peacemaker last Christmas, and she also owns a Walther P22. That's the total extent of her personal firearm collection.

The part where she says "all she knows is the wild west peacemaker stuff" and "she's gonna start branching out into other {weapon} stuff" is very cringe-worthy.

An aside, on social media I've seen a lot of folks mistakenly saying the trigger puller was Adam Baldwin. Adam Baldwin is not related to Alec Baldwin (at least not for generations), and Adam Baldwin is not anti-gun.
