Part of California's fire problems stem from their government orders and laws about disturbing natural areas. When trees and other plants shed their leaves and branches, and are not cleared out from time to time fires are nature's way of cleaning up the mess. Though with a state as dry and arid as much of california is, it's ideal for fires to start with any little spark. All you'll see from this is more bureaucracy and nonsense. California and new york are going to empty out. Their tax base will leave and things will get even worse.
