Res Life is not a company.....(well, technically they might be) That is the shorthand for Department of Residence Life. Basically you have to have a safe furnished by the university (at your expense or course).

I have not heard any details as to why, but I would guess it is so that the university knows how to get into the safe if they ever need. I guess if I am being an optimist, it could also be to make sure the safe meets certain qualifications, and isn't just a tin can with a lock on it.

This is the rules for campus dorms, Corps dorms have slightly different rules, but basically the same.

Concealed handgun license holders must follow all state and federal laws concerning owning and possessing a handgun on campus. Any resident who is licensed to carry a concealed handgun and chooses to bring the handgun into their room/apartment must store his or her handgun and ammunition in an electronic locking steel safe that has been rented or purchased from the Department of Residence Life. The Texas Tech article had their little PR rep say how nobody but law enforcement can tabulate who has handgun licenses but in the very next sentence says that those licensees have to have a single occupancy domicile. One would think they have to explain why they need a single occupancy...
