As to how POTUS would define the word "we" in that sentence... Technically the plural pronoun refers to the person speaking or writing, or an individual speaking or writing when referring to himself/herself plus one or more others.
Maybe he fully intended to include himself, his administration, his Attorney General, his Secretary of Homeland Defense, the laughably liberal leftist--and intentionally blind--Senators and House members, George Soros, Michael Bloomberg, Whining Ignorant Moms Demand Action Against Everything Constitutional, and all the rest of us that make up the population of this great country.
My unproven suspicion, though, is that when POTUS and his speechwriters finalized that for the teleprompter, "we" really meant the NRA, conservative Senators and House members and--the real burr under his saddle--the law-abiding ownership that accounts for over 300 million privately-owned firearms in this country. If we look at the past few years of NICS background check numbers, that number is likely to be well over 300 million. Heck, NSSF data alone shows that 140 million firearms were brought new-to-market in this country in 2014 alone.
Recent Gallup polls show that 41% of American households say they have a firearm in their homes. Let me ask you: If you received a Gallup pollster's telephone call some evening after dinner asking if you had guns in your home, how many of you would respond with, "Yes; of course"?
I rest my case on that 41% statistic; I'm betting it's at least into the majority range.
Let me say again, though, that I thought President Obama did no disservice to the fallen officers. DPD Sgt. Michael Smith, DPD Senior Cpl. Aherns, DPD Officer Michael Krol, DPD Officer Patrick Zamarripa, and DART Officer Brent Thompson were properly honored for their service and heroism, and done so respectfully by the President.
My heartfelt wishes to Governor Abbott as he recovers from serious burns to his legs and today's reconstructive surgery. Nothing short of surgery could have kept him away.
It was important to me, also, that George W. Bush attended and spoke. I'm glad no one sullied the proceedings by standing up and shouting, "Do you miss me now?" But I can't deny I was thinking it.

I'll go ahead and verify that for you. If a student is going full time and buys all of their books you can count on $300-$400+ per semester. I myself take at least 3 a year (Fall+Spring+Summer/December) It can easily be over $1000 a year. I have a few points to make about POTUS's speach:
(1) It was not a teenager that did this horrible crime, It was a veteran of our armed services that he continues to cut the budget on. He also cuts the budget on VA hospitals cutting any treatment for these issues to a bare minimum.
(2) " guns are easier for youths to obtain than computers." Fast and Furious come to mind here. It was he that allowed a lot of guns on the street.
(3) He only came to Dallas after the danger had passed and still with armed Secret Service and police to protect him. IMHO, it was a political ploy

I also believe the Gallup numbers are way off base, with the number of firearms that have been sold over the years, and the fact that a very small percentage of them actually "wear out" , have been confiscated, or have to be destroyed, if only 41% of Americans owned firearms It would mean that there would have to be hundreds of guns per household in that 41%. I doubt that most people would answer honestly when a stranger calls, asking about owning guns. I wouldn't tell them I owned anything TVs, computers, automobiles, jewelry, or any other big ticket items. It is no one's business what I own, and I'm sure not going to provide information to someone who claims to be a poll taker. JMHO

Rep. Eric Johnson, D-Dallas, said lawmakers should introduce an exception to the open carry law that they passed in 2015. Cities of a certain size should be able to pass ordinances that ban open carry, he said.
“We ought to be able to give the mayor and the city council of cities of a certain size more tools,” Johnson said. He proposed such a measure last year, but it was rejected.
In the chaos during and after the shooting, Dallas officials misidentified Mark Hughes as a suspect. A photo of him carrying a rifle was disseminated to the media. Hughes turned in his firearm, was questioned by police and released.
Media reports have suggested that dozens of the marchers in Dallas were carrying openly, a factor Dallas Mayor Mike Rawlings has said probably added to confusion during the deadly incident.
It has always been legal to openly carry long guns in Texas, but it only recently became legal to openly carry handguns. After the shooting, Rawlings voiced his discontent with open carry.

Exactly. Estimating the NSSF numbers of firearms to market in the U.S. in the five years from 2010 through 2014 alone, that's about 588 million firearms. If you go back to 2005 through 2014, the total is 968 million. How many of you have had a gun manufactured as recently as 2005 that you felt was so useless and outdated that you destroyed it or turned it in to your nearest LEO station? I fully believe the oft-referenced 300 million guns in U.S. households is at least double that figure.
Considering the stellar way that Mayor Rawlings and Chief Brown handled the Dallas incident, it's disappointing to hear the mayor bring up the open carry law, as if it had anything whatsoever to do with the tragedy. But in the end, he is a democrat, like the mayors of almost every large city in Texas...and the Second Amendment sits well with very few of them.

I assumed that if there are 320,000,000 people in the US, and if ~20% of them are under 21. Then there are ~256,000,000 adults and so I just say half of that many households so ~130,000,000 households. And if 40% of those households have firearms that means 52,000,000 households with guns. So if there is ~300,000,000 guns spread among 52,000,000 households that's about 6 guns per gun-household. I've got a couple more than that.
