Why would anybody be surprised to find evidence of incompetence or illiteracy at a public school?

School is govt owned or leased property so you would think SB273 would apply. But SB273 has exemption for 46.03 places, even though 30.06 prosecution is not possible.
So sign can be put up, but is legally meaningless. Any violations would be under 46.03.
