Texas military forces commander, Major General John F. Nichols (USAF), says Texas guardsmen can carry their privately owned weapons:

Power trip meaning the "leadership" doesn't want anyone having the right to have firearms without their say so, even though it is the soldiers right to have that right. The leadership wants to rule. They want to be the only ones with the power.
The laws that forbid the carrying of arms... disarm only those who are neither inclined nor determined to commit crimes.
