Federal Appeals Court Upends Ruling on D.C.’s Gun Law

Seems like a mess...If I read this right, the lower court ruled against DC's law requiring CC Permit to show an acceptable reason to get the permit. Now an appeals court has overturned that ruling on a technicality surrounding the judges jurisdiction. So now I guess the plaintiffs have to pay for another trial?
