IMHO, nothing screams "Carrying a Concealed Weapon" louder than a vest . . . unless the guy is carrying a camera or is obviously following an . . . uh . . . alternative lifestyle, vests just aren't in style these days.
Fanny packs are also a possible sign, but I don't see many of those.
Loose, untucked shirts (Hawaiian shirts, "fisherman's" shirts, etc.) are popular enough that they're not a major tip-off.

So, I guess that's the key. If you are gonna carry, then have something else about your appearance that draws attention away from the carry method.

I think vests (like cowboy boots) stand out less in semi-rural and small-town Texas than in a city or in the Northeast. People sitll have cattle and horses in Texas City.

A few years back, I was standing in Home Depot trying to read the fine print on some bottles of super-strength weed killer - or maybe it was bug spray ... Anyhoo this older guy a few feet away was looking for something on the same shelf.
After making breif eye contact for a second or two, he said "Where do I know you from?"
I said something to the effect of "Well, I'll give ya a hint - if you want to let me take a guess as to what you've got in that fanny pack."
Him: "Oh, yeah, you were my CHL instructor!"
Some of us have the advantage of semi-recognizing faces as well as bulges.

I have two fanny packs and myriads of Hawaiian style shirts, a couple of IWB holsters, a "pocket clip" for my mouse gun, and a shoulder holster (never worn, too inconvenient)
I got made wearing my fanny pack at TSA training. The head instructor walked up to me and asked if I was packing, and having used that term for smokeless tobacco most of my tobacco using years, my first response was "huh?" to which he asked "Are you strapped up?" and when I finally responded that I was armed, he told me that I couldn't be, to which I responded that as long as he complied with TX law then I would disarm, but I had not been properly notified until then.
