In a nation that is pretty much disarmed, it doesn't take a lot of ammo to pull off a crime. Also, the ammo with the haul might have been "starter" ammo, and the criminals were expected to get whatever else they needed from another source.

So this guy might as well have had a full auto AK instead of a shotgun.
