Very interesting reading Andy. Sad but interesting. The police chiefs get a bonus in their paycheck for lowering crime rates, then alter reality to fit their justification to getting the bonus's. Deceiving the public by publishing their doctored crime stats. Incredible! Talk about looking through rose colored glasses.

In order to get their bonus's, yes definitely. Corruption comes to mind. OTOH, to doctor(read lower) the true crime stats, is to justify the position that the politicians are seeking. Sounds kind of familiar here in the US doesn't it?

Their "Methodology" of reporting murders is totally bogus. It's reported a murder, ONLY after conviction....not at the time of the murder/death. Can stats get any more skewed than that?

Which means, if there's no conviction, there's no murder. However, they still got a dead body and someone is minus one family member.
I am not and have never been a LEO. My avatar is in honor of my friend, Dallas Police Sargent Michael Smith, who was murdered along with four other officers in Dallas on 7.7.2016.

To carry this line of "reasoning" one step further. If you fire all of the police, the murder rate drops to zero. Amazing! :thumbs2:

Whenever there is a financial incentive to play with the stats people are going to play with the stats. When I was in the military the motive was less financial and more political, but nearly every stat that might lead to any kind of negative or positive consequences was manipulated. In my 17 or so years with a NYSE exchange traded corporation I never saw an honest representation of anything that might undermine a financial benefit or gain for those in charge.
