VA: Scbool Sues AG to allow them to arm staff

Virginia law allows for a school board to authorize one or more staff members to obtain training and registration with the state as a "Special Conservator of the Peace", or SCOP. This sounds roughly analogous to the Texas School Marshal.
The first person to complete the training for the Lee County Schools was the Superintendent.
But the State Attorney General Mark Herring will not allow his registration to be issued. Yes, THAT Mark Herring.
