Hello New York City dwelling huddled masses. I will gladly buy your old pre 64 Winchester & Browning auto-loaders & lever-guns since yall folks don't appear to need them for Liberty or anything. Good price before your Government seizes them. Post some pics please!

This letter was sent to ONE person...for reasons involving his specific permit. He then changed it a bit to make it look like something it wasn't, and posted it online.

According to the 10-306 "Code" a person can't even have ammo in NYC without a permit authorizing it for a specific firearm, with less than 5 round feeding device. The Model 74 Winchester in .22 short that my Grandfather fed his family with would not be allowed in NYC...
Life is way too precious to waste on reading NYC "Codes". I will however check out the "Big Gulp Code" when it hits the books.

Don't think you're safe because you live outside of New York city. Remember when gay marriage was only in one state? As of November 2013, fourteen states (California, Connecticut, Delaware, Iowa, Maine, Maryland, Massachusetts, Minnesota, New Hampshire, New Jersey, New York, Rhode Island, Vermont and Washington), the District of Columbia, eight counties in New Mexico and eight Native American tribal jurisdictions[n 1] – covering 38% of the US population – issue marriage licenses for same-sex couples.
It's interesting that the police department knows exactly who to send the letters to, i.e. registration = confiscation.

One of the original thirteen states forged in Liberty -- now perfectly OK with the idea that Government should control them. As Laneman said, dominoes fall one by one and we should all be alarmed at what is happening in New York and other "progressive" states.

Yeah, I'm just gonna quote you in a probably vain attempt to get more people to see that it's fake before posting a response. Actually, can the OP edit the title to put "fake" in it or something?
Edit: Or not, apparently Fox News is reporting a similar story now.

While I acknowledge the distinct possibility of it being a hoax, that link to the other forum doesn't quite cut it for me as proof that it is a hoax. If that had been posted somewhere but the location was purportedly Indiana, or Wyoming, or even Nevada, it would SCREAM "fake". But being NYC, it leaves it as all too possible that it could conceivably happen. Anyone who follows issues regarding firearms must admit that both New York State and New York City have abysmal track records when it comes to respecting firearms rights. Until I see something more concrete one way or the other, I will treat this one as a maybe.

Maybe I'm tired, but how did we determine this was fake?
I looked at the OP's link and it appeared to be a notice sent to an individual and posted as such.
Added in Edit: Following the link provided by BigGuy, found the cited quotation preceded by, "This took a little digging, but on a NY forum for Officers - " Yet this is the citation that "settled" the veracity of the posted notice once and for all? Please help me with what I am missing.

The posted letter may be a fake. The below letter is real. Gun Confiscation is active in NYC.
Linked below, the actual letter to the (I assume registered) Gun Owning Citizens of New York City, from the Commanding Officer of the gun "Licensing Division", posted on the NYCPD website. It say's your Grandfathers Model 74 Winchester is Illegal and must be:
"Immediately Surrendered and Invoiced" and,
"They can be sold, modified or disposed of Lawfully at a later point"

I liked this statement for #1. "This is not a complete list. If your investigation results in a determination that you lack character and fitness for a license or permit, your application will be denied."
