It doesn't, nor would I expect it to, since just about every Bill is written to obfuscate its true purpose. How long has it been since anything Congress passed was honest and straightforward? It says this:

1. Resides or works in the border region. So, they don't have to work.
2. It says an "an individual is eligible" --there is no requirement that such person be a US citizen
So, who is this going to apply to? Obviously it's not intended to apply to people who have cell phones already. If the person is a US citizen he can get an Obamaphone. Seems to me "Illegal" is the only category left.
