Looks like one more Republican is going to vote for the Toomey-Manchin gun bill.
Hello "concealed carry loophole."
Anyone want Illinois to influence Texas CHL?

It looks to me like the Amendment would force states that currently have some type of CHL process, but do not recognize Texas CHLs, to recognize Texas CHLs. So a state like Illinois that doesn't allow carry, would not be forced to recognize a Texas CHL. I think every other state has a process in place, either for residents only, residents / nonresidents, or may issue vs. shall issue, depending on the state.
States like Washington, Nevada, Oregon, etc. that do have a carry process / licensing, would have to recognize a Texas CHL as valid. The way I read it, even states that have a may issue and a very difficult to obtain a permit, such as California or some states in the Northeast (New York, New Jersey, etc. ) would also have to recognize out of state CHLs, since they have a process for concealed carry of some type in their state.
The Amendment has the backing of the NRA, Gun Owners of America and the NSSF....

Unless I'm mistaken, that will gut the FOPA copout in the current Machin-Toomey monstrosity. If that's true, I'm all for it. Since the Supreme Court has already ruled that states cannot ban the carrying of arms, this would mean you are legal in all 50 states. Of course it won't stop the abuses of states like New York, but it at least gives you a cause of action when they do abuse you.
And, it's likely the anti-gunners will hate it and might kill the bill if it passes, so that's good as well.
Of course I could be totally wrong. I've already proven I don't understand the subtleties of legislative language.....

I did jump to conclusions. I think I was reading into the amendment that there would be certain compromises needed for all 50 states to agree. In hindsight, I would not have stated such a strong opinion. In the process of getting my 2 year old ready for preschool and rushing to a big meeting, I didn't read and think before thinking.

Although the Cornyn amendment was defeated in the Senate, H.R.578, which is substantively identical, is still in committee in the House. So there is still hope for those of us who, for one reason or another, carry under non-Texas licenses.
