CA police chief: guns "intimidate & show power"

Emeryville, Calif., police chief Ken James says
"A gun is NOT a defensive weapon. A gun is an offensive weapon used to intimidate and show power. Police officers do not carry a gun as a defensive weapon to defend themselves or their other officers. They carry a gun to be able to do their jobs in a safe and effective manner and face any opposition that we may come upon".

Ok, so I am a little slow, but I think I read above that his cops carry guns to shoot folks when they feel unsafe?

Emeryville, lol. Depending on your perspectice, either a pimple on Oaklands nose or Berkleys behind. This "city" comprises about 1 square mile of mudflats at the east end of the Bay Bridge. It's the home of Pixar, Novartis, and Jamba Juice as well as a bunch of Berkley spawned startups. About 10,000 hardy souls are residents inspite of a violent crime rate 4 times the national average. The vast majority of folks that work in the city are commuters who flee the predators when the work day is over(only major infrastructure investment in the last 10 years is improvement to Bus/Train station to speed them on their way).
Perhaps the Chief's rhetoric is based on the fact that his small force must literally go to war every day?

Essentially what he said was this: Guns are used to intimidate and show power. That's why we police officers carry them. Next question?

Wow. What is this guy saying? His message really doesn't make sense! I carry my gun on duty as a defensive weapon. It is there to defend my life or the life of another. I was taught this in the academy and it has been reiterated over and over during two decades of police training. When I was involved in a officer involved shooting, I did not use it to "intimidate and show power" I used it to defend myself and stay alive. When I carry my gun off duty, just like the CHL members in this forum, I carry it to defend myself.
