Why would the state want to attack sheriffs? Something more is going on here than meets the eye.

I don't know anything about Delaware. What do the Sheriff's do?

Yep. Sheriffs are typically elected officials at the county level. The Sheriffs (select ones) have been the most outspoken LEOs against gun bans and the only major category of LEO to stand boldly against the Federal government.
This sounds like a preemptive attack.

It would appear that Lewis is a little confused. The office of sheriff was created more than a century before the official founding of the United States. Delaware’s first sheriff took office in 1669.
