Question about this new bill in the US Senate...

So I am not a lawyer, but one aspect of this bill worries me in particular. Am I reading this wrong?

Today, if you were "adjudicated delinquent" of a crime that would be a felony if committed by an adult, that does NOT count as a felony conviction once you're an adult. Some states may limit when you can start to own firearms or whatever - 5yr is pretty typical I think. Yet, at a federal level my understanding is that you are not a prohibited person. Once your state is ok with you owning firearms, there's nothing to prevent you from owning a firearm.

Does the inclusion of juvenile records as proposed in this new bill suddenly create a new category of prohibited persons? Let's say, you're 70 years old but were adjudicated a delinquent at 15 for some non-violent felony whatever. Are you losing your rights now for something you did all those years ago?
