Maybe. They accidentally dropped the $200 fine in the new law for the violation of not having license plates, but it's still illegal. Even then, it doesn't sound clear cut that the penalty can't still be enforced. They're waiting on an attorney general opinion on it:

I don't trust the AAS to get the facts right. Looking at the actual bill it sure looks like they dropped the requirement for plates. Sticker only. Unless they moved the requirement to a different section. But I didn't find it with search.
